Skilled Worker & Sponsorship Rule Changes

On 22 July 2025, the UK Government implemented some of the most significant reforms to the Skilled Worker visa route in recent years, marking the first major wave of changes from the 2025 Immigration White Paper. These updates reshape how employers can sponsor international talent and impose higher eligibility standards for new applicants under the Points-Based System.

Increased Skills Threshold

One of the most impactful changes is the increase to the minimum skill level required for Skilled Worker sponsorship. Previously, roles at RQF Level 3 (equivalent to A-level) were eligible for sponsorship. From 22 July 2025, only roles at RQF Level 6 or above (degree level) will qualify for new Skilled Worker visas, significantly narrowing the pool of eligible occupations. This change removes around 180 occupation codes from eligibility unless the job appears on the temporary shortage lists or the Immigration Salary List.

Higher Salary Thresholds

Salary requirements for the Skilled Worker route have also increased. The general minimum salary threshold for new applications is now £41,700, up from £38,700. Other bands such as new entrant or PhD-related thresholds have also increased proportionately. Employers must ensure that the salary offered meets both the general and occupation-specific minimum rates for each role to avoid refusal.

Temporary Shortage and Transition Lists

The reforms introduced a Temporary Shortage List (TSL), designed as a time-limited transitional measure to allow restricted access to certain roles below RQF Level 6 that are considered strategically important to the UK economy. The TSL is currently expected to operate until the end of 2026, after which further review or withdrawal is anticipated. Importantly, roles on the TSL are subject to additional restrictions, including limitations on bringing family dependants unless sponsorship was granted prior to the rule change. Transitional arrangements also permit existing Skilled Worker visa holders in lower-skill roles to continue extending or switching under protected conditions, but these provisions are temporary.
